Need to separate Stack wide command function from tunnel functions for IPSEC command in SAF

We would like to have a way to separate out the ipsec –f default/reload functions in the EZB.IPSECCMD.**.CONTROL SAF profile so we can assign them to a higher level user and allow other users to still manage IPSEC Tunnels. This separation would allow us to meet our regulatory standards for operational control over our environment. We would expect a control like the GLOBAL saf profile that was created for Defense Management Daemon which allows separation of those commands from the standard –y –k –f etc commands.
