z/VM needs to support SNMPv3

Support SNMPv3 to support bank standard that this type of communication must be encrypted.

    I'm very surprised that this comes down to a vote counting contest. IBM needs to support snmpv3 ASAP.

    SNMPv2c or V3 support was justifiably requested way back in 2012 (MR1217123114), was as reasonable request then, and is not justifiable to not do now. There are MANY documented vulnerabilities in SNMP V1 (i.e. CVE-2022-20918), and even though v2c has more capability, it it almost as vulnerable as V1. If z/VM is to be a secure "hardened" platform, then either SNMP cannon be run (and lose monitoring capability), or SNMP needs to be upgraded.

    Though not formally committed to a product plan, IBM intends to deliver this support in the future.
