Allow SSI connection between z/VM systems using Hipersockets (direct and bridged)

Requiring physical CTC connections for an SSI cluster within a single physical CEC incurs some cost for additional hardware (e.g. preferably 2 FICON cards for SPOF avoidance).  Modifying ISFC communication to optionally use Hipersockets would allow avoidance of that cost for a single CEC and allow for connectivity to other CECs via Hipersocket bridge (if the other CEC does not have FICON ports available).

    SSI over Hipersockets is not under consideration at this time. The z/VM networking team is looking at a possible Ethernet (OSA) solution for SSI communication, however, this is still in the early evaluation phase, and not currently under development due to other priorities.
