Expand EDGSPLCS utility capabilities to support correcting library manager category code discrepancies

The EDGSPLCS utility does not seem to support updating the LM category code for tape volumes. Currently, it seems that the utility can correct the use attribute in the Volcat, or correct the status in the RMM CDS, but not the LM category code.
