Add job classes REST call to z/OSMF API

It would be useful if the z/OSMF REST API allowed you to get a list of all job classes on a system, this could be used in IDE extensions, external management tools or automating documentation.

Increase logical paths limit of 512 for Control Unit (HCD message CBDG085I)

We reached the limit of 512 paths for Control Units when disks are shared between multiple sysplexes. DASD volumes are being forced to be accessed by 3 and even 2 channel paths.

ISPF and USS are applications that should be consistent in their ENQ behavior since they edit and browse datasets. Expecting DSFS to handle dataset ENQs like ISPF.

With Open Enterprise Foundation, using vim (with DSFS) to browse and edit datasets should be a similar experience as when using ISPF.Dataset ENQs with consistent messages would be expected.
