HSM needs to be able to COPY DUMP VOLUMES and update the BCDS. This is media change like moving from one VTS to Another VTS.

When Migrating to different MEDIA in HSM RECYCLE can be used to move ML2 and BACKUP volumes. The DUMP VOLUMES have no way to be moved where the CDS is updated also. Over the years in doing mergers, splits, and media upgrades this is always a issue...
