NetAccess Support for RFC1700

According to RFC1700, the address block 0.0.0.0/8 to cover range 0.0.0.0 - 0.255.255.255 is used for broadcast messages to this network. Without RFC1700 support there is no way to reserve that IP range in NetAccess to a specific profile covering it.
