Preserve High Level Qualifiers when BCPii issues a Dump

Do not overwrite the first parm in DYNDUMP! Default is *USERID, but if an installation has set a different HLQ, leave that HLQ alone! You can overwrite the rest of the DYNDUMP options, but NEVER the HLQ that is set.
