RACF RACDCERT should support PDS(E) and zFS as well as sequential data sets

RACDCERT ADD, CHECKCERT, GENREQ etc. require a unique sequential dataset. Usability would be improved if RACF supported a PDS or PDSE member, or even a zFE file.

SHCDS commands work both in batch and in the TSO/E foreground, but the output isn't available in SYSLOG. Automation around SMSVSAM/RLS issues would be easier if we could drive standard z/os commands such as /D SHCDS xxx and have output go to SYSLOG.

The z/OS AI Services workflow creates a flat file with the AT-TLS policy. We have no way of importing that file into z/OSMF NCA without entering all the information manually. We need the ability to import that file into z/OSMF NCA.
