bottle neck in the SCLP component which caused delay in sending messages between BCPii and SE.

Timeout problem when using GDPS script to automate loading 6 LPARs for system IPL. A timeout occurs in the 5th or 6th GDPS LOAD command. To bypass the timeout , it have to insert some time gap between the system IPLs. In such case, the overall IPL time will be prolonged. This is not acceptable in a real disaster (DR) situation if more LPARs adding to IPL list. (refer to PMR 36757,000,738 & PMH 33918,000,738 for more details)
