Enable WSAPI support for User Management on SE

Audit and security controls are a priority for highly regulated financial services organizations globally. By regulation, we are required to control the passwords for all accounts that provide access to highly critical infrastructure such that a human cannot have knowledge of a password. We have therefore enabled LDAP authentication on both the HMCs and SEs. Furthermore, we have deleted all local users with the exception of ACSADMIN which has been disabled. 

While we do have the ability to audit the HMCs to ensure no unauthorized users have been created, this is not currently possible with the SE. User-type data is NOT possible to be queried on the SE. WSAPIs cannot directly target an SE to query the same user/user profile data that you can for the HMC. 

We are requesting that IBM deliver the capability to execute WSAPIs against the SE to query user profile data to enable us to build drift monitoring functionality. This capability will enable us to comply with our regulatory requirements.
