Provide function to obsolete IDAVQXUQ - VSAM RLS Unquiesce Exit

Currently, IBM provides the IBM Confidential exit IDAVQXUQ so that multiple customers can re-invent the wheel, solving problems caused by VSAM RLS notifying all RLS registered CICS subsystems for a Quiesce Open. Please enhance this product to keep track of which subsystems are actually sharing the sphere and notify only those. IBM must understand that the current secret exit is a not a good solution, and that's why it has not been properly documented and supported?
