Safer config online

BTMU has requested that we provide a new config online command that does all of the following automatically.
BTMU hope that this new function will be included in z/OS2.1 or later.
This request was discussed between zPE Makiyo Suzuki and z/OS IOS Development at Poughkeepsie on Dec. 14, 2014

Today, after a CHPID is taken offline due to a path related error or maintenance, the recommended action to restore the CHPID is as follows.
1) Issue a CONFIG CHP(xx),ONLINE,NOVARY to bring the CHPID online to z/OS but not vary the devices online.
2) Vary the path online to one device via a VARY PATH command, preferably to a device that is not being used currently or one that is infrequently used.
3) Drive I/O to the path to make sure that the path is really functional.
4) Vary the path online to the remaining devices.
