z/OSMF - add IZU_WORKFLOWS_MAXIMUM parm to IZUPRMxx

Need to increase the number of workflows from 200 to 500. Currently, the only way to do this is to use the local_override.cfg script and specify parameter IZU_WORKFLOWS_MAXIMUM=xxx. But, use of the override file is not officially supported and the recommended method is to update IZUPRMxx. However, IZUPRMxx does not support the IZU_WORKFLOWS_MAXIMUM parameter.

    The requirement was addressed on V2R4 and V2R5 in 2022/3 with APAR PH39153. With the enhancement, the maximum number of active or archived workflows can be specified in Workflow Settings panel. An integer value from 200 to 1000 can be specified.
