New JES2 Init Statement PARM to impose JOB CPU Time Limits

Suggested JES2 Initialization Statement enhancements

Impose a JOB CPU TIME limit.

Add a parameter to the JOBCLASS statement (maybe JTIMEX) - sets the TIME= value on JOB statement. TIME parameter on JOB JCL statement would be ignored.

Provide JOB CPU TIME limit default.

Add a parameter to the JOBCLASS statement (maybe JTIMED) - sets a default TIME= value on JOB statement. TIME parameter on JOB JCL statement would be used, if present.

If possible, include a message in JESMSG/SYSMSG like: TIME=xxx has been set for this job due to JOBCLASS setting.
