Add Scheduling of Real Resources to JES2

Provide a JES2 facility to schedule jobs based upon their real resource requirements and the current availability of those resources in the system. The facility must extend to a Multi-Access Spool environment. The system (not the operator or systems programmer) should determine whether or not a resource is available. In the case of mountable volumes; the system (not the user) should recognize the need for a volume setup.

Originally I had thought this to be unrealistic, but now that I have thought on it a while, I realize that it would be extremely useful to have the capabilities provided to ease with system automation. I especially would like there to be a command of some sort that would allow you to know/see what resources are causing or that tasks are waiting for. The command would need to be issued in some way that automation could take it apart and possibly make changes to the system to allow those resources to be made available.

    The idea of tracking volume usage is not planned. The rest of the requirement to make it easier to schedule work more flexibly is accepted as an uncommitted candidate.
