Handle POSIX thread termination properly in Batch Environments

A thread termination signal in a POSIX(ON) environment should be properly managed by involved resource managers.PI93384 implemented this partially for e.g. Db2, MQ triggering appropriate recovery routines.
In an POSIX(ON) or Java Batch environment for some singnals (eg SIGXCPU) conf code 3000 is raised but JES will process termination as normal and not as ABEND (ABEND disposition ignored).

Suggested solution implement a new JCL and Inish Deck keyword to allow for abnormal disposition of data set allocation when TCB_PTHREADTERMABNORMAL bit is on

    A solution to this request was delivered via APAR OA63081 for which PTFs became generally available on 11/01/2023 for releases: z/OS V2R4, z/OS V2R5 and z/OS 3.1.

    This item is unlikely to be given high enough priority to be placed into the product plan.

    A common workaround for programs that surface errors as condition codes vs. ABENDs is to add conditional job step(s) to handle this. For example, a conditional step that only runs if the prior step has a non-zero condition code and deletes a data set could look like this:
    //STEP1 EXEC PGM=progname
    //DS1 DD DSN=data.set,DISP=(NEW,CATLG)
    // IF (STEP1.RC>0) THEN
    //DEL EXEC PGM=IEFBR14
    //OUT1 DD DSN=data.set,DISP=(OLD,DELETE)
    // ENDIF
