EZB1GAIN getaddrinfo() IPv6 out of SUSv3 and RFC2553 specification

The current implementation for getaddrinfo() - TCP/IP service EZB1GAIN does not behave as the RFC2553 and Single UNIX Specification v3 describe with respect to IPv6.

Specifically, the standards indicate the caller of getaddrinfo() can set AF_UNSPEC to obtain information about all available IP stacks (v4 and v6), but on z/OS this requires additional configuration. z/OS users must also set the AI_ALL flag to achieve this behavior.

External customers believe the EZB1GAIN service should be adapted to the RFC2553 specification.
