Following a recent incident triggered by an application change which caused 130'000 unintended emails to be sent out via a trusted mail server (CSMTP) instead of the usual 4'000, this high amount slowed down JES2 significantly and led to our batch nearly grinding to a halt.
There was very little messaging coming out of JES2 indicating the exact cause of the blocker.

Hi, will this be incorporated into z/OS 3.1 ?
Our understanding of this requirement is that there are 2 aspects that need to be being investigated:
First the issue of notification that there is a potential problem on the system. This needs to be based on an abstract idea that JES2 is not processing work properly and not a specific measurement of job submission time or SAPI processing time. The goal is to identify not only known bottlenecks but also the unexpected bottlenecks. Part of this notification is identifying not only that a problem exists but provide an idea of the source of the problem.
The second aspect is once knowing that there is a problem, using that information in an intelligent way to adjust the behavior of JES2. This could involve capping certain processing to free resources for use by other processes.
These issues are currently being investigated.
