Make location of pids for communications server daemons configurable

Serveral of the CS daemon pids (e.g. /etc/syslog.pid, /tmp/pagent.pid) are
written to directories /etc or /tmp and the location can't be changed. 

We think /etc is a configuration directory and no daemon should write to it. 

To /tmp everybody has write access and some housekeeping
routines remove old files. So also there we think isn't a good place 
for pid files.  

We suggest that there should be variables to configure the location of the
pid files (e.g. see DMD_PIDFILE environment variable for pid of DMD).

    It would also be a good idea to make /tmp/unix.str configurable.
