SA JES2 SPOOL monitor to detect unusual growth

In normal operation, JES2 spool can fill up and notification is received when we hit the JES2 warning level. The warning level we currently have set is 80% and we have SPOOLSHORT commands in-place to reduce this. However, what we do not have is visibility of abnormal situations where spool is filling up quickly before the warning level is reached. This means that when we hit eventually the JES2 warning level, spool can continue to fill up at far quicker rate and therefore increase the risk of us hitting SPOOLFULL.
