Remove 1000 REST request restriction for one zosmf TSO adress space

ZOSMF starts a TSO Adress space to handle rest requests. In CEA there is a session reuse setting.
But even if this session reuse settings have highest values there is another hardcoded limitation
One TSO AS can handle only 1000 requests. So this may be reached in 2 minutes if a server gets lots of requests .

Case:
" From looking at the case, the main question/issue seems to be that after 1000 requests within a TSO address space created for REST Files requests, the address space is terminated. Looking through the code base, and discussing with my colleagues, I can see that there is in fact a 1000 request limit per TSO Address Space. Regrettably, this is not something that can be modified at the user level at this time. If you would like to request that this behavior be modified/modifiable I would like to suggest that you open an RFE (Request for Enhancement) to allow for this change."

So this setting should be modifieable by user. My setting would be e.g. 20.000
