zOSMF - Full High Availability (not only for REST)

Current implementation of zOSMF does not allow for a full High-Availability setup, which contradicts the platforms design with highest availability, redundancy and data sharing.
We suffer from zOSMF downtime required for maintenance of the hosting LPAR or zOSMF itself. Even a certificate renewal requires a full zOSMF restart and cannot handle it dynamically. Hence zOSMF and it's services are unavailable during the shutdown and startup leading to service unavailability.
There is a documented high availability approach: https://www.ibm.com/docs/en/zos/3.1.0?topic=configurations-configuring-zosmf-high-availability which
only works for the REST services but not for all other services.
This idea is therefore to enable zOSMF to run in a high availability setup by default/design.
