Make IEBCOPY return codes consistent with documentation

When IEBCOPY hits certain warning conditions it issues a message such as IGW01557W MEMBER FOO NOT COPIED BECAUSE THE NAME ALREADY EXISTS IN THE OUTPUT DATASET CAUSING A COPY GROUP NO-REPLACE CONFLICT. "W" messages such as this are documented in https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.3.0/com.ibm.zos.v2r3.ieam900/iea3m9_IGW_messages.htm as generating a return code 4. Nonetheless IEBCOPY actually returns RC = 0. I would like to see IBM make the product conform to the documentation and return RC = 4.

    We just got bitten by this "feature" as well! With us it was an ALIAS that got thrown away! Three W messages all documented as RC=04 but it ended RC=0 and who checks the SYSOUT of RC=00 IEBCOPY jobs? I have better things to do with my time. I opened a case, TS015613954, where the answer was "Works as designed" that's as maybe, but the RC=00 is simply wrong - This is, IMHO, a bug and should be simply fixed!
