Provide an override for message IGW01559E when using COPYGROUP to copy an Executable module and it's Alias into a target load library.

In certain circumstance when copying an executable module and its alias into an existing load module with the Replace modifier, error message IGW01559E is issued.  However, the situation described by the error message does not apply.  The Alias being replaced does point to the same load module that is also being replaced.  A group conflict does not exist.

During production deployments, this is only found at deployment time.  This requires high priority intervention, usually long after hours.  Having the ability to tell IEBCOPY to ignore this message and continue with the Copy operation would resolve this issue.
