Eliminate IEBCOPY Restriction: Inability/Prohibition to COPY RECFM=FB to VB or Vice Versa

IBM publication "z/OS MVS System Messages Volume 7 (IEB -
IEE) Version 2 Release 2", SA38-0674-05, p. 30, in message IEB127I, states that "IEBCOPY can not copy from fixed-length record format to variable-length record format or the reverse." Moreover, the message also states, "Programmer response: Verify the RECFM of each data set. If they are correct, then IEBCOPY can not be used to copy the data set."

As written, the programmer response offers NO suitable alternatives for either sequential or partitioned data sets organizations with dissimilar record formats.

Text of the Manual:
IEB127I RECFM INCOMPATIBLE -- INPUT RECFM=iiii OUTPUT RECFM=oooo
Explanation: The record format of the input data set is incompatible with that of the output data set.
IEBCOPY can not copy from fixed-length record format to variable-length record format or the reverse.

In the message text:
iiii The input record format.
oooo The output record format.
The severity is 8.
System action: The operation is ended and the next control statement is sought.

Eliminate this restriction.
