CEL4RO31 supports multiple threads

Currently when to use CEL4RO31 to do convertion from 64 bits to 31 bit, CELQGIPB just supports one single thread, but can not support multiple threads. For some applications, especially for web application, one request is one thread, so CEL4RO31 can not support two requests. We want CEL4RO31 to support multiple threads.

    We have bumped up against this limitation. We have a large AMODE31 XPLINK POSIX=ON C++ application, that uses the Java VM for some functionality. We have been using Java 8 and now want to use Java APIs that are only in Java 11. However, we are unable to initialise the JVM because our application makes use of threads and by the time we go to do the JVM initialisation we have already created a number of threads and so get the error message from CEL4RO31 as that is what the Java 11 31 bit shim uses to communicate with the actual 64 bit JVM. We also need CEL4RO31 to support XPLINK clients too.
