Add parm to force password history validation when the RACF ALTUSER NOEXPIRED command is used to change a users password.

When using the The z/OS RACF ALTUSER command (with the NOEXPIRED parameter) to change a user's password, a check against existing password histories (if they exist) is not performed. This effectively enables a circumvention of site security rules in effect for password history checking. (undesirable)

Please add a parameter to the RACF ALTUSER command that will enforce password validation against existing history before adding the password to the user's history stack. VALHIST might be a good name for this parameter. VALHIST is expected enforce history validation when the NOEXPIRED parameter is also specified. (a co-requisite parameter, in addition to PASSWORD)

    Would it be possible to change the status of this request so we can expect to see it in z/OS 2.4 ? In addition to the functional inconsistency, current behavior should also be regarded as problematic (a bug! :-) On the one hand it populates password history, but on the other does not check password history. (?!) The suggested enhancement, does a good job of addressing the situation.

    Thanks for submitting this requirement. Instead of a change to ALTUSER, would your requirement be satisfied by a change to RACROUTE REQUEST=VERIFY allowing NEWPASS without OLDPASS ?
