Check ICHPWX01 Password Exist on ADDUSER Command

We'd like the same potential functionality as ALTUSER on ADDUSER where if a password is specified on the command it is checked by the password exit ICHPWX01, if present.

This is currently documented as working as designed http://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.1.0/com.ibm.zos.v2r1.icha400/adduser.htm under the "PASSWORD" section:

PASSWORD[(password)] Specifies the user's initial logon password. This password is always set expired, thus requiring the user to change the password at initial logon. Note that the password syntax rules your installation defines using SETROPTS PASSWORD do not apply to this password.

This should be enforced for all users, system special or otherwise, and would be acceptable either as the default or a new profile to define.
