UNIT=AFF as default for all concatenated allocations

Because there is no way to limit the number of tape drives a batch job can request concurrently, it would be very helpful if UNIT=AFF were the default for ALL concatenated allocations.
Today, when tape storage is tapeless, it makes no sense to mount multiple concurrent tape drives for a single DD card.
I think this is a very simple thing to implement and it would address a huge headache that us customer have from time to time.

    With the reduction in JCL skills in the incoming developer base this would certainly help in optimizing the logical drive use in our VTS clusters. We occasionally catch these large consumers (100 + tape drives for some of them) and have them update their JCL.
    If not caught before production these jobs can impact other jobs that are efficiently requesting tape drives. Removing that work will help us in optimizing the platform.

    Assuming that this is adopted, this should be designed as a JES-neutral function--one that can be supported by both JES2 and JES3/JES3plus.
