Developers building new applications using z/OS HTTP/HTTPS callable services has no way to set a customizable connect timeout when calling HWTHCONN. So, when a server isn't available, the call is kept blocked until it finally timed out after 75 seconds (or the value that is configured onr TCPCONFIG CONNECTTIMEOUT tcpip profile parameter).
Usually, Socket programmers prefers to call IOCTL setting nonblocking mode before calling CONNECT and then, they calls SELECT with a more suitable timeout value but, this is not possible with z/OS HTTP/HTTPS callable services. So, we suggest a new socket option in the HWTHSET service (when HWTH_HANDLETYPE_CONNECTION) to allow the specification a user-defined timeout value for the HWTHCONN service, since HWTH_OPT_SNDTIMEOUTVAL and HWTH_OPT_RCVTIMEOUTVAL options weren't built for this purpose.

Such an option would be of great benefit in production environments. In conjunction with online servers like IMS MPP, this would eliminate the risk to hold production, if any of the integrated service providers gets unavailable.
Changing the default value CONNECTTimeout https://www.ibm.com/docs/en/zos/2.4.0?topic=statements-tcpconfig-statement "globally" could have undesired side effects.
That would be really helpful for developers team.
