The issue is NOT that a / was ever required for a three (3) digit device number but that it is required for a four (4) digit device number. The / has never been documented as required, or optional, for a three (3) digit device number.
Please reconsider removing the / as a requirement for four (4) digit device numbers, which are now much more common.
See the Mount command:
M {[/]devnum },VOL=({NL},serial)[,USE={STORAGE}] {devicetype } {SL} {PUBLIC } {AL} {PRIVATE}
A slash (/) must precede a 4-digit number and is optional before a 3-digit number
Isn't it time that you dynamically determine the devnum is 3 or 4 digits based on what is entered. The / to identify a 4 digit device number is something that can be determined during the command parse.
