Probably already know to you, but just in case : As work around, perhaps change volume status to disnew for the small volumes. If you are using EAV's, the capacity for M3-M27 might be neglectable. M54 too, depending on the amount of volumes off course. With luck, the small volumes will drain empty so you can take them out of config.
Depending on vtoc size, maybe dynamic volume expansion can help to get the smallest volumes out of config (without having to set volumes offline).
In our site we have a mix as well, not M3 combined with EAV, so haven't had problems with this. But I can see the issue and think your idea can have added value, therefor voted..
