VLF currently doesn't write SMF41-3 in High CPU Usage times

Currently, in situation where VLF needs much CPU, SMF41-3 records are not written. The reason for the high CPU could be different, like too large MAXVIRT, high load on catalogs, high frequency ACEE creation for example by Kerberos or whatever. SMF41 records are written under the same task (COFMDPT) that performs dataspace cleanup. If the delay is about two hours or longer, all these SMF records are missing. This should be changed as SMF records are e.g. important for analysing exactly these situations to may tune MAXVIRT of the different classes.

    The wording of the summary is not quite correct. The SMF41-3 record does (eventually) get written, but (depending on the circumstance) may not be written within the desired time.
