JES2 PERFDATA should be written as SMF records for improved usability

JES2 currently provides the results of collected performance statistics in the output of the $D PERFDATA command in many lines of $HASP660 sent to the console and consumable via review of syslog/operlog. The command provides several subscripts, $D PERFDATA(xxxxx) where xxxx provides specific performance data for CKPTSTAT, CPUSTAT, PCESTAT, etc, each with unique data. This command is often repeated for each member in the JESPLEX, resulting in large volumes of data difficult to consume. Additionally, PERFDATA has very limited documentation.
Including PERFDATA statistics in SMF records would allow for improved usability.

I think this would be very useful. It would also allow for future RMF reporting options on the performance of JES2.
