When TCPIP stack encountered outbound errors which should produce alert messages for user.

This idea is related to IBM support case TS010912081 that the customer HKEX thought TCPIP should produce alert messages for user when it is encountering outbound type errors.

    Communications Server increments an internal counter whenever the specific error you saw hits. We output it in our "netstat stats" command in the field "Output Discards DLC Async Errors". We also provide it in our NMI IP General Statistics section. You can monitor the internal counter either one of those ways to determine if packets are being dropped internally. We do not want to issue the requested message because it could lead to message flooding issues.

    TCPIP was encountering continuous errors without any alert. It is suggesting that alert should be issued for exceptional error conditions that needing attention: E.g. no outbound traffic over certain threshold; or outbound error repeating for certain threshold % of IP address etc.

    I believe TCPIP should produce alert messages for user when it is encountering a certain number of outbound type errors during a period of time (eg. 10 seconds).
