Provide the ability to create only the volume label on a DASD volume using ICKDSF

We have seen occasions where something is overwriting just the volume label on cylinder 0, track 0 but the remaining data on the volume remains in tact.  This causes the volume to be inaccessible along with all of the data on it.  There should be a way using ICKDSF to create just the volume label and location of the VTOC so that all of the data on the volume is still accessible.

    The VTOCPTR parameter for REFORMAT can already be used to restore/rebuild just the volume label.

    By the volume label do you mean the volser? If so the ICKDSF REFORMAT command might allow you to recover the volume

    Is there any clue from the new volume label that is being written, to help identify what might be doing it?

    There must be very few things that could do this other than ICKDSF, or perhaps an OEM like Rocket VCR. Is there any possibility the volumes could be brought online to something like zVM system? Or could there be some process trying to do Flashcopies of empty volumes over your volumes for example?
