Provide Date Time Offset (DTO), Leap Second Offset (LSO) and Time Zone Offset (TZ) values in the SMF record header

With the growing need to load SMF data into analytical tools, the requirement to align and associate the various records from multiple time zones using date and time is becoming more critical. The reliance on specific SMF generators to provide the DTO (CVTLDTO) , LSO (CVTLSO) and TZ (CVTTZ) results in many lacking date time offset values making timestamp based record alignment cumbersome or impossible.

The addition of DTO, LSO and TZ in the SMF record header would ensure consistency and reliability across all SMF record types and remove the need for the record generators to provide them.

While this is a great idea, it would break *ALL* existing SMF record mapping and tools that work with them. For new records this would be fine.
