Enhance internal space management in PDSE datasets in order to avoid D37-04 Merged

Some of our PDSE datasets do contain a larger amount of data.

When trying to do an automated deletion (e.g. with SMP/e ACCEPT) on one of theses datasets, the job sometimes ends with a D37-04 error. This occurs, whenever the dataset is filled up to or nearly 99% and do have a secondary space allocation of 0.

The error occures because PDSE needs more space in order to DELETE members. The D37-04 does cause additional manual work.

In our opinion PDSE should be able to handle the deletion of multiple members without needing to allocate more space and possibly ending with a D37-04 if there is no space available. Possible solution could be reserving more space for member deletion in the first place, or internally recognizing the error and handling it in order to avoid an abend.
