API Calls in Java in addition to assembler, Cobol and C++

I have customers who writes all the programs for mainframe in Java.

New developers are better writting Java code rather than others. 

The tools for development are in workstation and they test their programs on the workstation.

My idea is to have the same API in Java like they are in Cobol, assembler or C++.

A bonus will be to have same API also in REST API  mode the interaction with CDA. In this way you have only to POST and GET requests.
