Provide Rest API Interfaces for Health Checks

As a tester, it is useful for me to automate Health Checks remotely while running on the PC rather than having to use the current mechanism of invoking HZSPRINT.  I think it would be also useful for general customer automation of Health Checks. We already offer through z/OSMF RESTAPI services that allow for running jobs, reading data sets etc, and being able to automate the running of Health Checks would be a logical extension of these services.   

NOTE: I work for 21CS but I was not able to select my company or type it so I put IBM in the company field.
