SYSLOGD zIIP eligable

Since z/OS V3R1 backported to V2R5 (PH47666), SYSLOGD provides the possibility to send logs to remote systems. This open's a whole new world, like connecting systems to Splunk in a very easy way.

In times of every MIPS count, this new possibilities couldn't be used to connect to remote systems because it may would result in a lot of additional CPU. If SYSLOGD would be zIIP eligable, it would be neutral for the billing process and it would e.g. be possible to connect client applications to remote systems like Splunk and have a "business" log that includes all platforms in the company. Currently, at our side, z/OS is the only system NOT participating in that "business log".

As this is logging only, this is nothing which results in money earning, it's more management and because of that it should be zIIP eligable. Even if it wouldn't be done for the whole syslogd, at least messages sent to remote systems should be zIIP eligable (if possible). But it should be for messages that were received with the syslog() API.
