Enhancement for AT-TLS filtering capability for use with FTP Clients Merged

With a shop our size creating filter lists just based on the current set of filtering capability is daunting when it comes to clients (ftp in particular in this case). IP address, ports, etc are too numerous to filter with and if we had to do one for every user that we wanted to convert to using AT-TLS for FTP Client and is hampering our adoption to this. I propose a switch be added to the FTP client that can be captured by the ATTLS filter to mark that traffic as needing to be captured. This switch can then be added to the filter mechanism in AT-TLS
Say a -M switch, when included this is marked with the flag that can be then trapped by AT-TLS as the Mechanism that is to be used.

This IOCTL will only be used in the CLIENT case not the server case since it would need to initiated at the zOS LPAR
