RTM fencing storage for CANCEL command per TS014858949

Per TS014858949, we are requesting RTM fencing off a piece of storage to be able to issue the CANCEL command when memory is an issue. This sounds practical and safe to implement, and we could benefit from such an improvement.

Unlike all other fields, the MEMLIMIT and SHMEMMAX fields are not shown unless an explicit value is set. This inconsistent behavior is confusing, and makes that you only learn about their existence when you stumble upon their definition in the docs.
