RTM fencing storage for CANCEL command per TS014858949

Per TS014858949, we are requesting RTM fencing off a piece of storage to be able to issue the CANCEL command when memory is an issue. This sounds practical and safe to implement, and we could benefit from such an improvement.

    .It is unfortunately not safe to implement and could have adverse effects on the system. It is unknowable, in general, how much storage (and from which subpools) might be needed by recovery routines and resource managers, particular when multiple units of work might be terminating, as can happen due to a cancel. It has been a good idea for a long time to utilize the SMF parameters (such as via the SMFLIMxx parmlib member) to make sure that the user region in an address space cannot use up all the private storage of that address space since that could hinder system recovery. There is no specific amount that would be considered "best practice".
