Message EZZ0053I should include the file that was used

When an obeyfile is issued the message EZZ0053I COMMAND VARY OBEY COMPLETED SUCCESSFULLY is issued. However if there are a lot of obeyfiles being done, it is hard to determine which one it was and if the obeyfile was successful or not.

ISPF Allocation (3.2) key label entry should provide an option to validate

The Key Label should be able to be validated prior to allocation. This can be via a selection list or just validating the key label. A selection list would be ideal given the length of the labels and thus the chance of a finger check (user 0FC) :D

TSO DELETE should delete the PDSE base member and all generatlons

TSO Delete currently deletes the PDSE base member (generation 0) and leaves generations -1 and beyond as orphan/ghost members. Delete should delete the base and all generations - with an appropriate message
