XCF couple dataset Maxmember peak value reset

Please enhance the XCF_SYSPLEX_CDS_CAPACITY check and allow for the peak value reset after deleting members, without
sysplex wide IPL. We reached the MAXMEMBERS peak value and increased it to maximum of 2047, but even after deleting the members, peak value is not getting reset or coming down. Since it is difficult to get sysplex wide ipl in our environment, kindly enhance or provide workaround for resetting the peak value without sysplex wide IPL.
