Enhance setfacl with the -R option

The setfacl command in z/OS seems to be missing the -R (recursive) option that is available on Linux. I don't know about Aix or Solaris or HPUX. But it seems reasonable that the recursive option should be available on the setfacl command.

    This item is a valid requirement but it has been long time since it was opened and unlikely to be given high enough priority to be placed into the near future product plan. If this requirement is high value, please re-open it, or open a new requirement.
