z/OS LE/C should support to freopen() for SYSIN dataset open

System:z/OS v.2.1
Description:
While the SYSIN DD
when defined with DATA or * are JES subsystem managed, in XL C, SYSIN DD
will be treated as the C stream stdin, regardless of how it is sourced
(subsystem or data set), and is treated special.
The freopen() code is driving an alternate flow through
the openstrm() logic, as there is residual data remaining in the control
block telling us the data set is a PO structure.

We want to enhance the "minimal support" to include freopen().
