Connect failed for policy server

We are running a large policy server environment with about 50
policy clients. We had an incident where some of our policy
clients got wrong configuration. They all got the very same
policy client name configured.
We found policy server did accept these clients in a way that
the 'newest' connections did kick out an already connected client.

Policy server should not accept a new client claiming itself as an
already existing one unconditionally. We would expect that policy
server may check existing connection is still alive and should reject
new client if existing one is still responsive (just like TN3270
server would do in similar cases)
